Why is it still so hard to find employment even though you have the skills.

I have been to 12 recruitment agencies since January. They all want to see you before they put you forward for a job. Some of them put me forward for positions I was not qualified for, some for positions so far I would have to travel by 03h00am in the morning just to be on time, other's sent me for interview upon interview with no return calls. Not even a "you didn't get the job but we have another client". Every week I buy the career times and the same agencies advertise but if I apply they never have anything. I have the skills, competence and experience so I ask myself "what are employers looking for these days or are the agencies just misrepresenting them." Cheap labour can be a saving but how much money do companies lose by employing incompetent staff. How do you apply for jobs if you have to go through an agency? I have just had enough. I am a single mother and have been unemployed since January, starting a new career is just not an option for me right now and I think recruitment agencies should be banned.
