The best path in my opinion is PR. You will have a broad understanding of both communications and budgets. PR is one of the quickest ladder to take you to a management position.
In my world, communication incorporates PR. It just makes sense therefore to go the communication route. I also have a notion that communication is more 'strategic' than PR. That said, I would recommend going one step bigger that even communication and suggest you study broader business management (which again "incorporates" communication). In my - strategic communication - company, I always prefer candidates who have some knowledge of the wider world of work ...
I definetly agree with your comment. With courses such as Corporate Communication which evolves from public relations, emphasis is placed on being strategic, which in essense helps you in contributing to the bottom line of a company. there are still many negative connotations which are still attached to PR. In my opinion The salaries for fields such as corporate Communication are much more competitive than PR. I suggest Corporate Communication, as corporate Comm people get paid more
